Graduate Charities Regulator | Build your regulatory capability while helping charities meet their obligations
We are seeking applications for a Graduate Charities Regulator position within the Capability and Charities Support Team at Charities Services, based in Wellington. Fixed-term or secondment opportunity until June 2027.
Charities Services is the New Zealand regulator of registered charities. We promote trust and confidence in the charitable sector by registering and monitoring charities, supporting good governance, and helping charities understand and meet their obligations under the Charities Act. Through guidance, education and engagement, we work to build a well-governed, transparent and thriving charitable sector that has strong public support.
This is a development opportunity that offers broad exposure to regulatory practice, stakeholder engagement and sector support. Working alongside experienced colleagues, you will build your understanding of modern, responsive and risk-based regulation while contributing to a range of regulatory, monitoring and support activities. The role provides a strong foundation for developing a career in regulation, compliance, public sector service delivery or community sector engagement.
The role combines practical regulatory work with opportunities to learn, develop and contribute ideas. You will help charities and applicants understand and meet their obligations, apply legislation, policies and procedures to a range of regulatory matters, and support accurate, timely and consistent decision-making.
Your work will include:
- providing clear and accurate information and advice to charities, applicants and members of the public
- managing and recording correspondence through public email inboxes
- assessing straightforward applications, register updates and requests to withhold information from the public register
- checking charities’ performance reports and supporting the management of complaints and simple enquiries into charities’ activities
- contributing to evidence-based recommendations and regulatory decisions
- supporting engagement activities, communications and sector education
- providing administrative and process support to help the team manage workflow effectively
- contributing to projects, business planning and improvements to systems, processes and services.
While the role includes a strong focus on supporting charities to understand and meet their obligations, it also contributes directly to the regulatory functions of Charities Services. As our approach continues to evolve, there will be increasing opportunities to support compliance activity, undertake regulatory assessments and contribute to maintaining the integrity of the Charities Register.
This role would suit someone who is curious, motivated to learn and interested in applying regulatory frameworks in a practical and proportionate way. You will be encouraged to ask questions, take ownership of your development and contribute ideas that improve the quality, efficiency and effectiveness of our work.

To be successful in this role, you will bring:
- a relevant tertiary qualification, or equivalent skills and experience
- a strong interest in regulatory practice and a willingness to build your knowledge of modern, responsive and risk-based regulation

- excellent attention to detail and a strong commitment to accuracy
- clear and purposeful written and verbal communication skills
- experience in administration or customer service, with a commitment to providing responsive and helpful service
- good organisational skills and the ability to manage competing priorities
- the ability to research, analyse and summarise information
- confidence using digital systems and good computer literacy
- an interest in, or experience using, AI-enabled tools, with an understanding of privacy, security and responsible use.
- a proactive approach to problem-solving, with the ability to think creatively and contribute to practical solutions
- an interest in business and process improvement, including identifying opportunities to make systems, workflows and services more efficient and effective
- the ability to work collaboratively, build positive relationships and contribute effectively within a team
- an understanding of the Crown’s obligations under Te Tiriti o Waitangi and a commitment to working effectively with Māori
- drive, enthusiasm, resilience and a willingness to keep learning.
Experience in a regulatory, compliance, assurance or quality-focused environment would be an advantage but is not essential. Experience contributing to business or process improvement, researching and analysing information, or working in the government, community or voluntary sector would also be beneficial. We welcome applicants who are keen to build their regulatory capability and contribute to the ongoing development of Charities Services’ regulatory practice.
