We’re looking for a skilled and experienced Engineer’s Representative to help us manage and deliver these projects to the highest standards.
About the role | Ko te mahi nei
As part of the Professional & Technical Services Unit you’ll act as the Engineer’s Representative under NZS 3910 and 3916 contracts, ensuring contracts are delivered on time, within budget, and to specification. You’ll work closely with contractors, consultants, and internal stakeholders to manage physical works contracts—particularly those related to roading and retaining walls.
Key Responsibilities Include
- Act as the Engineer's Representative under NZS 3910 and NZS 3916 contracts administering contracts and certifying payments, variations, and extensions of time. (Noting all the powers of the Engineer to Contract other than matters of dispute are designated down to Engineers Representative within the Council contract templates).
- Review and manage contractual risk, tender tags and commercial issues to support successful project outcomes.
- Lead contract delivery on capital works projects valued up to $15 million+
- Provide technical and contractual advice to project teams and contractors.

We are looking for someone that has strong practical experience administering NZS 3910 and/or NZS 3916 contracts. Candidates without significant NZS391X contract administration experience are unlikely to be suitable for this role.
The role is a senior role within the Contract Management Teams and will at times have Contracts Engineers helping to administer and supervise capital works project below you. Common values of construction projects that you will be responsible for ( during construction – there is no design requirement of this position) is anywhere from $500,000 to $15,000,000+
We recognise that outstanding Engineer's Representatives come from a variety of backgrounds. While a civil engineering qualification is beneficial it is not mandatory and we welcome applications from candidates with significant practical experience in contract administration and construction delivery.
- Extensive experience acting as an Engineer's Representative or Engineer to Contract under NZS 3910 and/or NZS 3916 contracts.
- Proven practical experience assessing and certifying progress payments, variations, programme delays, extensions of time, notices and contractual claims.
- Experience administering construction contracts for civil infrastructure projects such as roading, transport structures, retaining walls or similar public infrastructure works.
- Strong understanding of construction contracts, including contractual risk allocation, review and negotiation of tender tags, procurement processes, and contract documentation.
- The ability to provide sound technical and contractual advice to project teams, contractors and stakeholders.
- A full, current driver’s licence.

- Hours of work - 37.5 - 40 hours per week
- Position - Permanent, full-time
- Location - This position is primarily based at Te Hononga, Christchurch City Council Civic Offices - 53 Hereford Street
- Salary - The salary band for this position goes from $126,230 to $140,255 per annum based on a 40 hour week. Starting salaries will be based on knowledge, skills and experience the successful candidate brings to the role, and relativities both, within the immediate team and in the broader organisation for the same or similar roles.
