In the role of Senior HR Advisor | Kaitohutohu Matua Pūmanawa Tangata, you’ll provide high-level, strategic and operational HR advice across the Parliamentary Service and the Office of the Clerk. As a senior member of the HR Partnering and Advisory team, you’ll play a key role in delivering a consistent, high-quality, customer-focused HR service while building leadership capability across the organisation.
You’ll work closely with senior leaders, managers, employees, and union partners—coaching, influencing, and providing expert advice across the full employee lifecycle. You’ll also act as a trusted escalation point, supporting the development of HR Advisors and Coordinators and contributing to a high-performing, collaborative team.

As part of the HR team, you’ll contribute to a One Team approach working across HR and with colleagues from the Parliamentary Service and the Office of the Clerk to support a diverse and complex operating environment at the heart of New Zealand’s democracy.
Mō te tūnga | About the role
This is an opportunity to operate at a senior level where you will:
- Provide high-level, generalist HR advisory services, that is fitting within the parliamentary environment
- Coach and influence senior leaders using your insight of parliament to build leadership capability and strengthen people practices
- Act as a subject matter expert across employee and industrial relations, performance management, remuneration, onboarding/offboarding, and HR systems
- Lead or support organisational change initiatives and complex employment relations case management
- Contribute to and support industrial relations strategy, including collective bargaining and union engagement
- Lead engagement survey action planning with leaders, supporting implementation and tracking outcomes
- Undertake job evaluations and provide remuneration advice, including supporting annual review processes
- Provide quality assurance across employment documentation and ensure compliance with legislation (including Holidays Act and employment law)
- Coach and support HR Advisors and Coordinators, acting as an escalation point
- Lead or contribute to projects, process improvements, and initiatives that enhance employee and customer experience

- Customer focused and able to quickly adapt to the changing needs of the organisation and managers.
- A willingness to learn the Parliament Environment and use this knowledge to provide the best advice
- Proven experience operating at a senior HR advisory level in a generalist environment
- Strong expertise in one or more specialist areas such as employee and industrial relations, performance management, or remuneration and reward
- Demonstrated ability to coach, influence, and build capability in leaders and others
- Excellent relationship management skills, with the ability to work effectively with senior stakeholders and unions
- Strong communication skills, with the ability to deliver clear, practical, and commercially sound advice
- Highly developed planning and organisational skills, with the ability to manage competing priorities
- Experience leading or contributing to projects and continuous improvement initiatives
- Knowledge of employment legislation and its practical application
- An understanding of the parliamentary environment (desirable)
